Urwa Naeem

Senior Program Officer | Research & Advocacy

Urwa is a young activist and development professional based in Islamabad, Pakistan, pursuing an MPhil in Development Studies. Urwa is a distinguished graduate in Sociology with an honorary CGPA of 3.95/4.0. Her journey is driven by a deep commitment to education equity, gender justice, and meaningful youth participation in policy and decision-making.

As a Fellow of the Malala Fund's Girl Programme and a member of its Young Women Advisory Council (YWAC), Urwa plays a pivotal role in global advocacy for girls' education, ensuring their perspectives are centred in policymaking. As the Senior Program Offi cer at the Pakistan Coalition for Education (PCE)-an initiative of the Society for Access to Quality Education-she leads education policy advocacy efforts and pioneered the Young Education Changemakers Network (YECN). Through YECN, she employs innovative strategies to engage young people, nurture their leadership potential, and amplify their voices in key decision-making arenas.

Urwa represents PCE at prominent global platforms, including the Network for Education Systems Transformation (NEST) by the Center for Universal Education (CUE) at Brookings, where she collaborates with civil society organizations from the Global South to explore how education systems transformation happens at the local level.

Beyond policy and advocacy, Urwa has fi rsthand experience working with socioeconomically marginalized children, particularly young girls. Her volunteer work in underserved communities has deepened her understanding of the systemic barriers they face, fueling her dedication to creating an inclusive and responsive education system. A fervent advocate for youth inclusion and learner-centred approaches, Urwa strives to advance gender equity, access to education, and youth empowerment on national and global stages. Recognized for her unwavering commitment, Urwa has recently been appointed to the Prime Minister's National Youth Council, headed by the PM as the Patron in Chief, where she aims to mainstream youth voices and contribute towards shaping policies that refl ect their aspirations.
