Kaneez Zehra

National Coordinator

Zehra Arshad is a policy analyst and campaigner for education, working on a range of educational and social development aspects ranging from ensuring quality and universal accessibility of education to girls’ education, leadership, governance and management, public-private partnership, community engagement, and social accountability frameworks. Zehra’s experience spans over a period of 20 years, working in close collaboration with CSOs/coalitions, citizens and government representatives and officials. She has successfully formulated and executed a number of pivotal policy campaigns, advocacy and research initiatives, public expenditure tracking and social accountability interventions to generate pro-poor and socially inclusive educational development programmes and policies.

Ms. Arshad has been representing civil society at various national and international forums. She recently became a member of Sindh’s Local Education Group (LEG); she has previously served as an elected alternate board member for CSO 2 Constituency of the Global Partnership for Education Board GPE, from April 2016 up until March 2019, representing civil society of Asia –Pacific, Latin America, Middle East, and Eastern Europe. Since 2017 till now, she has been a member of the Finance and Risk Committee (FRC) of GPE. In 2018, she was a part of the advisory panel of independent experts to provide guidance on institutional practices, mechanisms and tools that enhance accountability and inclusiveness in civil society self-governance within multi-stakeholder processes while reviewing the EITI civil society guidelines. She is also a member of Collective Consultation of NGOs on Education for All (CCNGO/EFA), Global Campaign for Education (GCE), Asia South Pacific Association for Basic and Adult Education (ASPBAE).

Zehra has authored and co-authored several research reports and policy papers, briefs on education, women rights et al. She is a human rights activist and strong believer of inclusive and pluralistic approach for development. She believes that social change in Pakistan is only possible through collective action and active participation of citizens at all levels.

Have an experience of more than 18 years in the field of accounting and finance, previously worked at National logistics Cooperation (Education Sector and Health Sector Reform Program) , Kohat Cement, DESCON Engineering.

Rubeha Tahir

Policy research & Advocacy Coordinator

A Political Science graduate from University of South Florida and a policy enthusiast, Rubeha has previously worked as the Pakistan Mission’s adviser to the Third and Fourth Committee of the UN General Assembly at the United Nations Headquarters and has lately been working in the area of policy advocacy at the national level.
