“Do Schools Get Money?” is a part of Social Accountability study series being conducted by Pakistan Coalition for Education. This Budget Tracking study was intended to form the basis for social accountability campaign in Pakistan. It is also an attempt to explore various dimensions of governance mechanisms existing in government primary schools with a particular focus on the functions of School Management Councils. This study, moreover, endeavored to gain new insights regarding social accountability with regards to citizen participation, including the gender make up and in particular budget tracking of education service delivery in Pakistan.

The study was piloted in 2014 by surveying a total of 3 districts in Khyber Pakhtunkhwa, Punjab, and Sindh. After a successful pilot study in 2014, last year the study covered 5 districts of KP, 10 districts of Punjab, 6 of Sindh, 2 districts of Baluchistan and 1 of Azad Kashmir. The data were accumulated from 2,312 schools, of which 1,376 were boys, and 716 were girls. The study consists of information about student enrollment and attendance, teacher demographics, school management councils’ (SMC) structure and missing facilities in the public primary schools being surveyed.

 This year, the study covered 5 districts in Khyber Pakhtunkhwa and Punjab each, and 4 in Sindh for the quantitative survey and a qualitative case study of School Management Councils (SMCs) for Baluchistan. It covers around 100 schools in each district that makes the total number of schools surveyed around 1,400. The decrease in the number of districts was due to the limitations of funding from donor agencies. The study is in its final stages and is intended to be launched by the end of this year, which will then be publically available.

Objectives:

Broadly the objectives of this study are as follows:

  • To study, in detail, the structures, functions and management processes of the School Management Committees across each province.
  • To study the allocation of funds to schools, and the processes and timelines of different kinds of funding (mainly SMC and Farogh-e-Taleem funds) with respect to SMCs/Parent Teacher Alliances, etc.
  • To gain information about the utilization of school funds (proportion of amount spent and unspent on an annual basis) and find out the reasons for under-spending.
  • To elaborate on the nature of decision making and prioritization of needs (from a social accountability perspective)
  • To get an idea about the missing facilities in the respective schools, corresponding to the resources utilized.

Provincial & District Launches

After the successful national launch of “Do Schools Get Money? 2015” in Islamabad, the research study was then launched in the 4 provinces; Khyber Pakhtunkhwa, Sindh, Punjab and Balochistan which particularly featured the findings of these provinces. Public Kacheries were also organized at the district level in Swabi, Mianwali, Hyderabad and Quetta where the results of the research study were shared with the local body representatives, teachers and parents.

This year, though the final report is yet to be launched nationally, after finalizing the data for 2 districts, PCE in collaboration with its member organizations arranged public Kacheries for district launches in Ghotki and Larkana. The consultations included local government officials and representatives, civil society representatives, members of academia and health, district bar members, SMC members, teachers, and parents. The purpose of these Kacheries was to sensitize the communities to use this information for education reform to make unique arguments that address the specific needs to each particular district and community in the country.
